According to the management requirements for enterprises producing pressure vessels set by the National Quality Inspection Administration's Special Equipment Safety Supervision Bureau, whether applying for a manufacturing license or during daily production, any production, management, and operational processes of the enterprise must have a quality management system that meets its own conditions. The management system for the welding material warehouse must be part of this quality management system, which must comply with the relevant laws and regulations issued by the state. Based on my years of practical work experience and relevant standards, I provide references for the storage, distribution, and recovery of welding materials in small and medium-sized pressure vessel enterprises.

1. Requirements for Welding Material Warehouse Manager

The welding material warehouse manager should meet the following requirements: ① The welding material warehouse should be equipped with a dedicated warehouse manager who has certain welding expertise and is familiar with the properties, uses, and storage methods of various welding materials. ② Understand the management requirements for the company's primary and secondary welding material warehouses and manage according to the management system of both warehouses. ③ Keep the items in the warehouse area clean and tidy. ④ Pay attention to the opening and cutting off of all power sources in the welding material warehouse when starting and ending work. ⑤ Master skills in using and maintaining the electrode drying oven.

The above matters are the responsibility of the welding engineer to impart theoretical knowledge to the welding material warehouse manager and supervise and guide the execution of daily work.

2. Requirements for Setting Up Primary Welding Material Warehouse

The setup of the primary welding material warehouse should meet the following requirements: ① The primary welding material warehouse should have conditions such as being closed, dry, and ventilated. The warehouse should be equipped with a dehumidifier, infrared heater, thermometer, hygrometer, and a certain number of shelves. ② The primary warehouse area should have qualified areas, waiting inspection areas, and unqualified areas, with clear signs and boundaries.

The setup of the primary warehouse needs to be based on local climate conditions and actual enterprise situations. Overall, it must ensure that the internal environment is dry and tidy. Infrared heaters are mainly suitable for cold regions. The thermometer and hygrometer need to record the temperature and humidity of the warehouse daily for inspection by local special inspection personnel, and they need to be calibrated by qualified inspection units.

3. Requirements for Incoming Welding Materials

The requirements for incoming welding materials are as follows: ① Welding materials must have valid quality certificates; otherwise, they will not be accepted. ② Before incoming welding materials, conduct appearance inspections according to inspection plans using random sampling methods. If any of the following conditions are found, they must be returned and recorded: electrode coating is cracked or falls off excessively (>15~20cm); no brand number on electrode coating; serious deterioration of welding wire; electrodes or wires are severely damp; no markings at ends; inconsistent with packaging model.

Before incoming welding materials, check the corresponding quality certificate. Those without a quality certificate or where markings at the top end of the welding materials do not match the quality certificate will be returned. Upon entry into storage, they should first be placed in the waiting inspection area and inspected according to the above requirements.
